Work is defined as the "construction and/or rehabilitation of utility systems including but not limited to, storm sewers, sanitary sewers and drainage, water lines, cables, ducts, conduits, gas lines, tunneling, boring and trenchless construction, treatment systems, pump stations and all other utility construction and appurtenances thereof". Contractors (non-manufacturers) performing only non-utility work such as paving, who have zero utility volume will automatically fall into the lowest contractor category.
